Objectives and Expected Results

MOBi project design was based on some desired goals:

1) Understand the European contemporary punishment and reintegration picture in terms of society's’ perception, participation, offenders labelling, return to work or to community, building a quick assessment tool to measure society “culture” towards punishment and reintegration;

2) To create new, innovative and multidisciplinary approaches to respond to (ex)offenders’ reintegration process;

3) To develop a community engagement methodology to support Criminal Justice System (CJS) organisations and practitioners, and closest stakeholders’ efforts on reinforcing existent community (society) based approaches;

4) To design one transnational training programme, to be executed by key-organisations, aiming civil society in order to ensure that all citizens have access to knowledge on Criminal Justice System rehabilitation model and re-thinking on their individual role in the reintegration process;

5) To deliver a Handbook, to support different enterprises/organisations from Public, Private and Third Sector developing their social responsibility and participation on CJS and offenders’ reintegration.

After the MOBi implementation, partners expect to achieve:

  • An overview of the Europeans sense of punishment and idea about the Criminal Justice System and a wide perspective of the Europe solidarity between its citizens and solidarity across borders;
  • A stronger community, where Europe citizens are putting their values on action to enhance (ex)offenders’ reintegration process;
  • More prison workers/trainers with developed key-competences to transmit how Prison Services works, who are the clients, what are their needs, etc.
  • A civil society more informed about prison services operation, different offender populations and strategies to actively participate on offenders’ social reintegration, with special focus on employment issues;
  • To increase (ex) offenders sense of achievement, satisfaction or mastery in employment settings in order to impact on the criminal desistance process;
  • To create the awareness of the need of multi-agency working for addressing the complex needs of offenders and reducing reoffending.

IO1: Assessment Tool to screen society perceptions on (ex)offenders’ needs & CJS function

Leader: Antigone + Aproximar (co-leader)

Timetable: 01/11/2017 | 30/06/2018

The assessment tool will collect civil society perceptions on (ex)offenders and CJS functions, using an online survey. The tool will be complete with the online open source SAS (software as a service) file programmed to a semi-automated survey analysis framework, the reporting template and instructions to use the assessment tool.

IO2: Assessment Tool to screen offender’s perceptions on society acceptance regarding reintegration process

This IO is focus on developing one tool flexible enough to provide key inputs how (ex)offenders perceives the reintegration processes. The assessment tool will include a survey to collect perceptions from (ex)offenders perceptions on society acceptance regarding reintegration process.

Taking advantage of previous IO the effort will be on creating a survey adjusted to the public like offenders which poses special concerns and requirement to research design.

IO3: Methodology on Community engagement in CJS

Leader: Aproximar + CPIP (co-leader)

Timetable: 01/04/2018 | 31/12/2018

This IO pursues the design of a specific methodology to provide CJS with the critical guidance to perform effective engagement paths towards society. The purpose is to design a methodology that can increase the number of partner organisations (civil society), participating in (ex)offenders reintegration process, commit them to contribute with various resources and reach an agreement to work closely together towards common goals related to the reintegration of (ex) offenders.

IO4: Training course on community awareness on CJS, (ex)offenders’ rehabilitation & reintegration processes

Timetable: 01/01/2019 | 31/10/2019

Partners will organise among them at least 1 pilot to test, adapt to context, validate and fine tune the toolbox for community awareness; and also train the trainers to deliver it in any context. For this partners will deliver a train the trainers training targeting prison staff and trainers, in each partner country.

O5: Handbook on community awareness of (ex)offenders’ rehabilitation & reintegration processes

In this Intellectual Output partners will deliver a handbook where user will be able to find the project experience from A to Z, the collection of instructions to use and replicate the intellectual outputs, furthermore it will giving information on the toolbox, contain facts extracted from IO1 and IO2, guidance to plan, organise, implement and evaluate.
